Letter of Agreement: Seattle ARTCC (KZSE) and Moses Lake TRACON (MWH-APP)

CANCELED: 22-JUL-2008 per ZSE ATM pending new LOAs with other ZSE TRACONs
This Letter of Agreement establishes operating procedures between Seattle ARTCC (Center) and Grant County ATCT (Tower) for providing terminal area control services in the Grant County Terminal Area.
These procedures apply to all IFR aircraft entering or exiting the Grant County ATCT delegated airspace as depicted in Attachment 1.
Grant County Approach (MWH_APP) owns the airspace from the surface to 10,000 ft., within the TRACON boundaries shown in the latest certified version of the SEA_CTR sector file.
a. General
(1) Center/Tower shall notify each other at least 5 minutes prior to closing.
(2) Center shall keep Tower informed on the status of R6714.
(3) Tower should inform/obtain the center prior to opening/closing:
(a) Planned opening/closing time .
(b) NOTAMS, PIREPS.
(c) Airport conditions, equipment outages.
(d) Special activities.
(e) Traffic - IFR Clearances issued.
b. Arrivals.
(1) Center shall:
(a) Inbounds filed at 10,000 ft or below will be level at the correct altitude for their direction of flight, and within the confines of their filed route of flight, prior to entering Approach's airspace. Position arrivals as depicted in attachment # or on course and correct altitude for direction of flight if at 10,000 or below.
(b) All inbounds will be assigned 11,000 ft., regardless of
direction of flight. When possible, aircraft will be placed on
arrival and departure routes as shown in the attachment.
c. Departures.
(1) Tower shall:
(a) Issue clearance based on flight data .
(b) Provide Center a minimum of and maintaining at least 5 NM longitudinal or lateral separation between aircraft prior to entering Center's airspace, unless vertical separation is being applied.
(c) All departures filed for an altitude up to and including
10,000 ft. will be cleared to their filed altitude (in
accordance with their direction of flight), and within the
confines of their filed route, prior to exiting Approach's
airspace. All departures filed for an altitude above 10,000 ft.
will be climbing to 10,000, regardless of direction of flight.
d. Transfer of Control.
(1) Tower assumes control of arrivals for descent and turns, up to 30 degrees left and right of course, after completion of a radar hand-off and transfer of communications, with respect to the transferring controller's airspace.
(a) Aircraft assigned 10,000 feet MSL and requesting higher
are released to Center
for climb.
e. Continuity of Service.
(1) During periods of radio failure, or when Grant County ATCT is closed, Center shall assume control jurisdiction of Tower's delegated airspace.
